Why can't all championships be that way?

NorthJersey.com summarizes the PGA:
New Jersey emerged a sweat-soaked, overtime winner while serving as home to the 87th PGA Championship and left little doubt the Garden State is worthy of hosting future majors.
Baltusrol Golf Club in Springfield drew applause from players, including champion Phil Mickelson and Tiger Woods, who after his final round asked, “Why can't all championships be that way?”
PGA tournament organizers minimized a significant traffic and transportation problem that during the 1993 U.S. Open had threatened to keep players from their first-round tee times.
The story notes that the PGA had considered dropping the “Tech Check” center where you were able to check your mobile phone like a coat check area, getting a ticket to pick up your gadget upon leaving: Traffic was busiest at the Tech Check center, where patrons were asked to leave their cellphones and other gadgets. When more than 5,000 items were checked during the first two practice rounds, PGA officials threatened to enforce a “zero tolerance” policy. But officials reconsidered and the Tech Check continued. A dozen cellphones remained unclaimed as of Friday.
Not sure what would have been gained by a “zero tolerance” policy. In this age, if you are going to ban mobile phones from an event you can't even drive to, a tech check center is an absolute requirement.
